Setting up a VPS for Web design purpose

Nothing is for free. Not just web designers knows that. This is going to be true particularly while you are trying to do something new.
Seting up a new VPS for example.
You can have VPS with Linux OS and Plesk control panel for as low as £180 (including vat). If you are real web developer, you going to love it, as you are getting full root access to actual linux web server. That means no webhosting limitations any more, you can have all you need (modules, software, rare service's setting).
Well...
Under one condition: you will take care of you web server by yourself. But don't panic, it isn't too big deal - you have to do just two small steps.
Hardening
Virtual Private web Server is usually not quite safe by default. The main reason is that is easy to USE it in that way. Well, in fact it is easy to use it for both web designer as well as script kiddies.
You should secure at least:
Keeping server's service alive
VPS is big step forward, but unlike on shared hosting, your hardware sources are really limited and sometimes there simply isn't enough (usually) RAM for operating system to continue. Some services (like web server Apache) are then freezing whilst anothers (like mail server) crashing.
To keep them alive (restart them when necessary) you need small scripts, which can save you few hard moments (as is looking for an internet cafe on holiday when server is down):
